(416) 990-9179A building permit with architectural, structural, mechanical and energy-compliance drawings and a grading and servicing plan, plus any minor variance or conservation permit the lot triggers. The Town of Oakville Building Department issues the building permit and, at the end, the occupancy permit, and inspects the build in between. Oakville has its own site alteration by-law, and we ask the Town of Oakville Building Department early whether the earthworks around the new house need a permit under it.
If the lot is inside the regulated area of Conservation Halton, yes. Under Ontario’s Conservation Authorities Act, building a house or grading a site in hazardous lands, wetlands, river or stream valleys or shorelines at risk of flooding or erosion needs the authority’s permit, because O. Reg. 41/24 counts both as development. Beside a valley with stable slopes, the regulated area runs to the stable top of the bank plus 15 metres, which can decide where on the lot the house goes. The Conservation Halton permit comes first, then the Oakville building permit.
It depends on the district. The first check is whether your lot is inside one. Oakville has four heritage conservation districts: Old Oakville, First and Second Street, Trafalgar Road, and Downtown Oakville. For a lot inside a district, we confirm with the Town of Oakville Building Department what it asks of a new house before the massing is drawn.

Three things to start: lot address and a survey, if you have one; your sketch, brief or a plan from another designer; and whether the lot is serviced or needs a well and septic. Send those and we tell you what the Town of Oakville Building Department will ask for before we quote.
We start with the by-law, because Oakville has two: a lakefront or older lot south of Dundas Street is under Zoning By-law 2014-014, and a lot between Dundas and Highway 407 is under Zoning By-law 2009-189. That by-law’s height, coverage and setbacks, read against the survey, give the envelope the house is massed in. Where a design needs a little more, the Committee of Adjustment hears it before the permit.
Through Online Services, and then into ePlan, where the Town of Oakville Building Department’s examiners review the architectural, structural, mechanical and energy sheets with the grading plan. When several sheets draw comments in one round, we answer them all in a single resubmission through ProjectDox, so the reviewers never compare mismatched versions.
They can. Taking down the old house, digging the new basement and trenching for services can each damage roots, and Oakville’s Private Tree Protection By-law 2017-038 asks for a permit before a private tree 15 cm or more across at breast height is injured, as it does for any tree an approved site plan requires. On a lakefront or older lot being rebuilt, we plot those trees, and the neighbours’ near the lot lines, from the survey before the footprint is placed.
Yes. Under Ontario’s Building Code Act a building cannot come down without a permit any more than it can go up without one, so the demolition application goes in through the Town’s Online Services alongside the new house. The Town of Oakville Building Department then has both on file, and the old house comes down once its permit is issued.
Yes, and early, while the plan can still change. Our director is the broker of record at our sister real estate company, so he can set a new house against what has sold nearby: on a lakefront or older lot being rebuilt, the neighbours may already be new houses, while a Glen Abbey street was built out in the 1980s. That comparison can set the size of the house as much as the zoning does.

Design and engineering are priced as separate lines from construction. Fine Engineering prices from drawings, so the quote comes after the free consultation, once there is a design to measure.
They can be. A builder repeating one plan across a subdivision can spread the design, engineering and approvals over many lots. A custom home carries those costs alone, and the owner’s choices of layout and structure add to them. Fine Engineering points out which design choices add cost as the first layout is drawn.
It depends on the lot and the house. Design and the permit come before construction, and once a complete application meets the Building Code’s criteria, the Code sets a statutory review period for a house permit. Fine Engineering gives a schedule with the quote and updates it as the municipality responds.
Usually because the heat reaching the room does not match the heat it loses. A room over a garage, or one with more glass and outside wall, loses heat faster, and a long or undersized duct delivers less air than the room needs. A room-by-room heat-loss calculation and a duct design show where the gap is. Fine Engineering does both for existing houses as well as new ones.
Yes. A new bathroom means new drains, vents and water supply, and installing or changing plumbing is building permit work with its own inspections. Replacing a fixture in the same spot usually is not. The drawing shows the drain, waste and vent layout the inspector will check. Plumbing drawings for bathrooms, kitchens and second units are part of Fine Engineering’s mechanical work.

In Oakville the reviewer is the Town of Oakville Building Department. Every Oakville lot sets its own terms: zoning, servicing, soil and any conservation authority permit decide what the lot allows before a plan is drawn.
We walk the site with the survey on a scheduled visit before anything is drawn, then file the new custom homes package to the Town of Oakville Building Department’s own checklist.
Oakville has lakefront and older lots being rebuilt, 1980s Glen Abbey subdivisions and 2000s neighbourhoods north of Dundas. On a lakefront or older lot, the house being replaced has already set the grades, services and setbacks, and the survey records them, along with the neighbours’, before anything is drawn. In the 1980s Glen Abbey subdivisions, we look for the original grading plan before a new house is drawn to it.
A new house can be designed around its unit count from the start. On a lot under Zoning By-law 2014-014, section 4.1.2 caps the additions at two attached units, or one attached unit and a detached one in an accessory building, so we settle which pattern you want before the foundation is drawn.
A basement unit then gets its ceiling height, separate entrance and fire separation in the first set. If a garden suite may follow, the water and sewer connections are sized for both buildings and the house is placed to leave the rear yard open, and the Town of Oakville Building Department reviews the unit as part of the house permit.
Taking down an old house and digging a full basement moves a lot of soil, and fill brought in or topsoil stripped is work Oakville regulates under its site alteration by-law, separately from the building permit. We raise it with the Town while the house is being designed, so the grading and any permit it needs are settled with the drawings.
The grading plan starts from the surveyed elevations on the lot and along its edges and shows where water goes once the house is up. Our team sets the house’s floor and basement elevations on the same plan, so the grading and the architectural sheets agree when the Town of Oakville Building Department reviews them.
