  • The City of Guelph Building Services. We submit under our own BCIN and P.Eng credentials and stay on the file until the permit is issued.

  • Yes. Guelph regulates excavation, filling and regrading under its own by-law, separately from the building permit, so a pool, a walkout or a regraded yard can need its own application with a grading plan. We prepare and file it.

  • Grand River Conservation Authority (GRCA) covers Guelph. It regulates work near watercourses, valleys, wetlands and floodplains, and its permit comes before the City of Guelph Building Services issues the building permit. We check the regulated-area mapping for a Guelph lot at the zoning stage.

  • All of it, including Exhibition Park, Old University, The Ward and Kortright East. Guelph is within ninety minutes of our Richmond Hill office, and the first consultation is free.

  • Online, through GPAS, the Guelph Permit and Application System, where your forms and drawings reach the City of Guelph Building Services. The examiner reviews zoning as well as the Building Code, so we check the design against Zoning By-law (2023)-20790 before upload. If we drew the project, the filing is ours and so are the replies to the examiner.

  • Yes, in the same GPAS account the application went in under. It shows where the review stands, and after the permit is issued you book each inspection there as well. On files we submit, we follow every round with the City of Guelph Building Services and let you know as soon as the permit is issued or an inspection needs booking.

  • For most lots, Comprehensive Zoning By-law (2023)-20790, which took effect on February 6, 2024. The exceptions are the land and sections tied up in its appeals, and for a provision appealed city-wide the City still tells owners to use the 1995 by-law, (1995)-14864. We work out which text governs your lot, provision by provision, before the City of Guelph Building Services sees a drawing.

  • You do if the tree is regulated and no exemption in Private Tree Protection By-law (2025)-21059 applies. On any private lot that means a trunk 30 cm or more across, measured 1.4 metres above the ground, and on a lot over 0.2 hectares the cut-off falls to 10 cm. Injuring a regulated tree needs the permit too, so a trench or a change of grade inside its root zone can count, and we mark those trees on the site plan that goes to the City of Guelph Building Services.

  • That depends on the house and the zone. In zones that allow additional dwelling units, Zoning Bylaw Amendment (2024)-21024 permits three ADUs on a single-detached lot and two on a semi-detached, duplex or on-street townhouse lot. Detached ADUs are allowed as well, up to two in one building in the rear or interior side yard, and each one takes a building permit from the City of Guelph Building Services.

  • Possibly, if it is in Brooklyn and College Hill, Downtown Guelph, the Ontario Reformatory district or the Ward, which became the fourth when Council passed its designation by-law. The Ward is also the name of a neighbourhood, and we go by the district’s mapped boundary for your address, not the name. Inside a district, we ask the City what it expects of exterior work before those elevations are drawn and the set goes to the City of Guelph Building Services.

  • Once a complete application is in, Ontario’s Building Code gives the municipality 10 business days to issue a house permit or refuse it with reasons. Larger and more complex buildings get a longer period. The count only starts when nothing is missing, so an absent sheet or an unresolved zoning issue holds it back. Fine Engineering checks zoning and code before anything is submitted.

  • The application form, the drawings the Building Code calls for, and every other approval the project depends on. Zoning counts as applicable law, so a needed minor variance has to be granted before the permit can be issued, and a lot in a conservation authority’s regulated area may need that authority’s permit first. Fine Engineering assembles the whole package, with the designer’s registration details on the drawings.

  • Most often because the plans do not show that the work meets the Building Code or applicable law, such as the zoning by-law. A permit is also withheld when the law requires an engineer’s or architect’s design and the drawings lack one, or when the builder of a new home is unlicensed. The refusal must state its reasons, and Fine Engineering revises the set to answer each one.

  • Stop work and start on the drawings. A stop-work order usually means construction began without a permit or departed from the approved plans. Getting out of it takes a permit application that shows what was built and what is proposed, then whatever inspections the city asks for. Fine Engineering prepares those drawings and replies to the city’s letters.

  • A municipal inspector visits at set stages to confirm the work matches the permit drawings and the Building Code, and nothing gets covered up until its stage has passed. Footings and framing are typical stages. The final inspection is the one that lets the permit close. On its own projects, Fine Engineering’s drawings are the set the inspector checks against.

  • It can be revoked, which has much the same effect. The Building Code Act lets the chief building official revoke a permit when work has not seriously begun within six months of issue, or has been halted for over a year. A permit whose inspections were never finished stays open on the property. Fine Engineering can draw what an old permit still needs so the city can close it.

The 2023 and 1995 by-laws

By-law (2023)-20790 has applied to most of Guelph since early 2024, but its appeals keep the 1995 by-law in use. Land and sections tied to those appeals sit outside the new by-law, and for a provision appealed city-wide the City sends owners back to (1995)-14864. A lot can take its setbacks from one by-law and another rule from the other, so our zoning review names the by-law behind each figure.

Units by house type

Guelph sets its ADU count by the kind of house on the lot. In a zone that permits them, a single-detached lot can take three, and a semi-detached, duplex or on-street townhouse lot two. A detached ADU building in the rear or interior side yard may hold two units, so on a single-detached lot a basement unit and a two-unit backyard building together reach the limit of three.

The Ward as a heritage district

Before the Ward, Guelph’s heritage conservation districts were Brooklyn and College Hill, Downtown Guelph and the Ontario Reformatory. Council has since passed the by-law designating the Ward, with notice posted on September 21, 2026 and appeals open to October 19, 2026. If you own in the Ward and plan exterior changes, raise it at the first visit, since the district can shape the drawings.
