  • Yes, once walls or plumbing move. Burlington sits inside Halton Region, but the City of Burlington Building Department issues the building permit and inspects the work, so that is where we file it.

  • Not for work inside the existing walls. Our Burlington page names the conservation authority that covers your lot.

  • Yes. We take on interior renovations across Burlington, including Aldershot and Downtown Burlington, within an hour of our Richmond Hill office. The first consultation is free, by phone or on site.

  • Three things to start: property address; photos of the rooms you want to change; and any existing drawings or a previous permit. Send those and we tell you what the City of Burlington Building Department will ask for before we quote.

  • We email it. Burlington has no online portal for building permit applications, so the drawings and forms go to buildingpermits@burlington.ca, and the City gives the status of a file by phone only. Its myfiles tool will not list your renovation, because it only tracks Pre-Building Approval applications, a separate process, so we make the calls and pass each update and each examiner’s comment on to you.

  • Yes. Burlington’s houses are mostly single-detached and went up over several decades as the urban area spread south of Dundas Street from the 1950s, so before a beam is sized we look at the joists above the wall to see which way they run and what they carry. Our P.Eng then designs the beam and posts, with a footing under each post, and the calculations are filed with the new floor plan in the set the City of Burlington Building Department reviews.

  • A check with the City before anything on the outside of the house changes. Council designated the district under Part V of the Ontario Heritage Act in March 2026, through By-law 08-2026, so for a house inside it we raise any new window, moved door or widened opening with the City first. Once we know what the district asks of those changes, the renovation set goes to the City of Burlington Building Department.

  • Yes. Section 5.14 of Burlington’s Residential Zoning By-law 09-2026 allows as many as three additional units on an urban residential lot zoned for a detached, semi-detached or townhouse dwelling, so if a basement unit is likely, we put the new drain stack, a stair and the mechanical room where the unit could share them. When you go ahead with the unit, it is a permit application of its own to the City of Burlington Building Department.

  • Usually, once we know how the new drain and vent can reach the stack. Where those pipes would cross floor joists, our P.Eng checks how much of each joist can be cut or notched, and under a finished room we work out the route from above before opening its ceiling. The plumbing sits on the emailed renovation set with everything else, and the City of Burlington Building Department’s inspectors see it before the walls are closed.

  • It comes down to how sound the house is and what a replacement could be on that lot. Our P.Eng looks at the foundation and the framing, and we read the lot against Burlington’s Residential Zoning By-law 09-2026, or Zoning By-law 2020 for a lot outside the residential zones, to see what size of house a rebuild could reach. Most of the city’s housing is single-detached, so the comparison is usually your house renovated against a new detached house, and our director, broker of record at our sister real estate company, can compare how each option would affect what the property is worth.

  • Possibly, for what goes outside it. The opening itself is structural and goes on the renovation permit with a header our P.Eng sizes, but a new patio or a regraded step-down can need a permit under Burlington’s Site Alteration By-law 064-2014, and digging that would injure a private tree 20 cm or more across, measured 1.37 m up the trunk, needs one under the Private Tree By-law inside the Urban Planning Area. We check both at the site visit, before the set goes to the City of Burlington Building Department.

  • It takes out or widens the walls between rooms, most often between the kitchen, dining and living areas, to make one open main floor. A wall that carries the floor above can still come out once a beam is sized to carry its load. Fine Engineering designs the structure and builds the opening.

  • The price follows what the basement has to become. Open space finished for the house is mostly framing, insulation, drywall and floors. A bathroom with no rough-in under the slab adds plumbing, and moving a post adds structure. A second unit costs more again, with the fire separation, exit and 1.95 m ceiling a suite needs. Fine Engineering prices it from what the first site visit finds.

  • Start by settling what the space is for, because that decides the permit. Living space for the household usually needs none unless the plan changes the structure, the plumbing or the heating. Any of those, or a second unit, goes on a building permit first. The layout then works around the posts and drains already there. Fine Engineering draws that layout and files the permit.

  • Usually a whole floor, or the whole house, taken back to the framing and rebuilt: a new layout, structural changes where walls move, plumbing and ducts rerouted and new wiring, then insulation, drywall and finishes. Fine Engineering starts from the house measured as it stands, so the new plan fits the framing already in place.

  • Once a complete application is in, Ontario’s Building Code gives the municipality 10 business days to issue a house permit or refuse it with reasons. Larger and more complex buildings get a longer period. The count only starts when nothing is missing, so an absent sheet or an unresolved zoning issue holds it back. Fine Engineering checks zoning and code before anything is submitted.

  • The application form, the drawings the Building Code calls for, and every other approval the project depends on. Zoning counts as applicable law, so a needed minor variance has to be granted before the permit can be issued, and a lot in a conservation authority’s regulated area may need that authority’s permit first. Fine Engineering assembles the whole package, with the designer’s registration details on the drawings.

Home renovation permits in Burlington

In Burlington the reviewer is the City of Burlington Building Department. Every Burlington lot sets its own terms: the framing and drains of the house on it decide how far a renovation can go.

We walk the site with the survey on a scheduled visit before anything is drawn, then file the interior renovations package to the City of Burlington Building Department’s own checklist.

Kitchen renovation across Aldershot and Downtown Burlington

Burlington has mostly single-detached houses in an urban area that has grown south of Dundas Street since the 1950s, with only limited rural housing in the north. In the older houses among them, the drawings we start from are usually our own: the house measured as it stands, with a small inspection hole wherever the framing is hidden. Floors that have settled get levelled while the rooms are open.

Burlington’s March 2026 zoning change and renovations

On March 2, 2026, Burlington’s Residential Zoning By-law, By-law 09-2026, took effect for the residential zones mapped on its Schedule A, and Zoning By-law 2020 was repealed for those zones alone. The rest of the city stays under Zoning By-law 2020, and land in the Niagara Escarpment Commission’s area is zoned by the NEC.

A kitchen or bathroom inside the existing walls seldom raises a zoning question. A renovation that adds a unit, a rear deck or a new use for part of the house does, and if its drawings were started under the old by-law, we check each zoning figure on them against By-law 09-2026 before the set is emailed to the City of Burlington Building Department.

Renovating a rural Burlington house north of the urban area

Outside Burlington’s urban area there is only a little rural housing, in the north of the city, and properties inside the Niagara Escarpment Commission’s area take their zoning from the NEC rather than from either city by-law. For a renovation there that adds a unit or puts part of the house to a new use, we confirm the route with the NEC before drawing.

The Private Tree By-law covers private trees inside the Urban Planning Area Boundary only, so for a rural house we check which side of that line it is on before any digging for a walkout or a new entrance is planned. The building permit for the renovation still comes from the City of Burlington Building Department, by the same emailed application as in town.
