Four steps from a site visit to a stamped set. The engineer who sees the framing is the one who signs the drawings.

  1. Site visit & existing conditions

    We look at what carries what: framing direction, bearing walls, foundation condition and anything the last renovation hid. Photos and measurements go into the file.

  2. Loads & analysis

    Dead, live, snow and wind loads are worked out for the building and the site, and the load path is traced from the roof to the footings.

  3. Design & drawings

    Members and connections are sized, detailed and drawn so a framer or a steel fabricator can build from them without guessing, then stamped by our P.Eng.

  4. Permit support & site review

    We answer the examiner’s structural comments at no extra charge and, where the permit requires general review, inspect at the stages the city sets and issue the field reports.

  • A building permit from the City of Burlington Building Department, not Halton Region, because both alter or extend the structure of the house. Burlington’s Site Alteration By-law 064-2014 can require a permit on a residential lot for a pool, regrading or infilling the yard, a patio or a retaining wall. So a retaining wall we design in Burlington can need that permit on top of the building permit. Where the design has to be engineered, our P.Eng stamps it and signs the Commitment to General Reviews the permit calls for.

  • If the lot is inside the Conservation Halton regulated area, yes. Ontario’s Conservation Authorities Act prohibits development in hazardous lands, wetlands, river or stream valleys and shorelines at risk of flooding or erosion unless the authority issues a permit. We design the footings to its conditions and settle that permit with Conservation Halton, then apply to Burlington for the building permit.

  • Three things to start: property address and what you plan to change; existing drawings or previous permits, if any; and photos of the framing, the foundation or the problem area. Send those and we tell you what the City of Burlington Building Department will ask for before we quote.

  • Yes, a building permit from the City of Burlington Building Department, because the beam that replaces the wall changes how the house carries its load. Our P.Eng sizes the beam, the posts under it and any new footings and stamps the drawings, and we send them with the application to buildingpermits@burlington.ca, since Burlington takes permit applications by email only. In a single-detached house from any decade since the 1950s, those posts often land on a basement slab that has no footing beneath it.

  • Inside the Urban Planning Area Boundary it can. Digging through the roots of a private tree 20 cm or more across at 1.37 m counts as injuring it under By-law 040-2022, and injury needs a permit just as removal does. Before the foundation plan is fixed, we plot the protected trees from the survey and keep new footings clear of their roots where the layout allows. If a pier cannot move, the tree permit goes on your list before the building permit application is emailed.

  • The structure of a two-unit dwelling, not a garage or a shed. By-law 09-2026 lets a lot have two detached units only if they share one accessory building, so its footings go below frost depth, its floors are designed for living space and the wall or floor between the units is built as a fire separation. Our P.Eng stamps the framing and foundations, which go to the City of Burlington Building Department with the architectural drawings.

  • Indirectly. In the district Council created with By-law 08-2026, exterior work is measured against the district’s rules, so the addition’s height, roof form and position are settled first. Our P.Eng then sizes the beams, framing and footings for the shape that was agreed, and the structural sheets go into the same emailed application as the architecture.

  • Yes. An inspector from the City of Burlington Building Department can hold the next stage when framing differs from the approved set, or when the work uncovers an old crack or a sagging floor. Our P.Eng comes out, checks it and writes a stamped letter that either accepts what is there or specifies the fix. Any revised sheets the City needs go to buildingpermits@burlington.ca with the letter.

  • Our P.Eng finds out by exposing a footing where it can be reached and tracing the load down from the new roof, since a house from Burlington’s growth after the 1950s had its footings sized for the house as first built. Before that, the zoning has to allow the extra height: By-law 09-2026 on a residential lot shown on Schedule A, or the NEC’s rules inside the escarpment area. If the footings fall short, underpinning or new piers go on the same stamped drawings.

  • Yes. Opening up a commercial unit or adding a mezzanine usually calls for steel, and our P.Eng designs the beams, columns, open web steel joists and their connections. Commercial land sits outside the residential zones of By-law 09-2026, so its zoning is still Zoning By-law 2020, and where the steel comes with a new use we confirm that by-law allows the use first. The structural drawings then reach the City of Burlington Building Department in the same email as the fit-out set.

  • Underpinning deepens an existing foundation by building new footings beneath the old ones, one short section at a time, so the house stays supported throughout. It is the usual way to lower a basement for more headroom, and it is also used to repair a foundation that has settled. Fine Engineering designs the sequence and the new footings, then reviews the stages the permit calls for on site.

  • A structural engineer works out how a building carries its loads from the roof down to the footings, then sizes the beams, columns, joists and foundations to carry them safely. On a house that usually means wall removals, additions, underpinning, or a look at cracks and sagging floors. At Fine Engineering the P.Eng who designs the structure also stamps the drawings.

  • Once a complete application is in, Ontario’s Building Code gives the municipality 10 business days to issue a house permit or refuse it with reasons. Larger and more complex buildings get a longer period. The count only starts when nothing is missing, so an absent sheet or an unresolved zoning issue holds it back.   • The application form, the drawings the Building Code calls for, and every other approval the project depends on. Zoning counts as applicable law, so a needed minor variance has to be granted before the permit can be issued, and a lot in a conservation authority’s regulated area may need that authority’s permit first. Fine Engineering assembles the whole package, with the designer’s registration details on the drawings.

  • Most often because the plans do not show that the work meets the Building Code or applicable law, such as the zoning by-law. A permit is also withheld when the law requires an engineer’s or architect’s design and the drawings lack one, or when the builder of a new home is unlicensed. The refusal must state its reasons, and Fine Engineering revises the set to answer each one.

  • Stop work and start on the drawings. A stop-work order usually means construction began without a permit or departed from the approved plans. Getting out of it takes a permit application that shows what was built and what is proposed, then whatever inspections the city asks for. Fine Engineering prepares those drawings and replies to the city’s letters.

Burlington has mostly single-detached houses in an urban area that has grown south of Dundas Street since the 1950s, with only limited rural housing in the north. Postwar houses often carry the main floor on one centre beam with a bearing wall above it, and that is usually the wall an open-concept plan takes out.

By-law 09-2026 allows additional units with a street townhouse or a rear lane townhouse, as well as with detached and semi-detached houses. In an interior townhouse both side walls are shared, so a separate entrance to a basement unit usually means a new opening in the front or rear foundation wall, a lintel over it and retaining walls along the stair outside.
