  • To Mississauga. The application goes to the City of Mississauga Planning and Building Department, not Peel Region, as a new building on your lot with a drawing set of its own. Mississauga’s Lot Grading and Municipal Services Protection By-law governs grade changes, and residential grading plans are reviewed before the building permit is issued. A suite’s grading plan has to clear that review before its permit can be issued too, so we submit the plan with the drawings rather than after them. We draw the suite, file it and answer the examiner’s comments until the permit is issued.

  • Most of Mississauga is under Credit Valley Conservation (CVC). Eastern Mississauga along Etobicoke Creek is under the Toronto and Region Conservation Authority. Whichever covers the lot, a permit is needed only inside that authority’s regulated area. Ontario’s rules bar development within 30 metres of a wetland without one, and along the TRCA side the permit has to be in hand before the building permit is issued. We read both authorities’ mapping against the survey.

  • In Mississauga, owners of a detached, semi-detached or town home can build up to two additional residential units: either two inside the home, or one inside the home plus one detached garden suite. Only one garden suite is allowed per lot. For townhouses, garden suites are limited to corner or through lots, and additional units are not permitted in standard condominium townhouses.

  • Yes, at 15 cm across or more. Mississauga’s Private Tree Protection By-law 0021-2022 requires a permit to injure or remove any tree on private property that is 15 cm (6 inches) or more in diameter, including dead or dying trees.

  • Yes. We take on garden suites across Mississauga, including Port Credit and Streetsville, within an hour of our Richmond Hill office. The first consultation is free, by phone or on site.

  • Three things to start: property address and a survey, if you have one; whether the suite is for family or rent; and photos of the backyard and the side-yard access. Send those and we tell you what the City of Mississauga Planning and Building Department will ask for before we quote.

  • Being in a district adds a check before the permit. If your lot is in Meadowvale Village, Old Port Credit Village or Streetsville, the suite is new construction inside a district designated under Part V of the Ontario Heritage Act. We ask the City of Mississauga what that district expects of a backyard building before its height, roof and cladding are settled, then file the permit set with the Planning and Building Department on that design.

  • Online, through ePlans. We upload the full set there: the site plan with setbacks and trees, the grading, floor plans, structure, and the water, sewer and power runs back to the house. You can follow the file under Project info in the same system while the Planning and Building Department reviews it.

  • Yes. Under O. Reg. 299/19 anyone may live in an additional unit, related to you or not, and whether or not the person living there owns the lot, and in Mississauga a garden suite is one of the lot’s two additional units. We plan it for a tenant from the first drawing, and the Planning and Building Department reviews it as a dwelling unit whoever ends up living there.

  • Inspectors from the City of Mississauga Planning and Building Department, at the stages the permit lists, since Peel Region has no role in a permit for a house lot. Our crew calls each inspection in as the suite reaches it, and the permit is closed once the final one passes.

  • Yes. Mississauga allows a detached garden suite on a house lot, built under a building permit from the City of Mississauga Planning and Building Department. Whether a given lot qualifies depends on its house type and where the lot sits, and Fine Engineering confirms that from the survey.

  • A garden suite is a self-contained home in the backyard of a house, detached from the main building, with its own kitchen, bathroom and entrance. Local by-laws set its size, setbacks and height, and those rules differ from one municipality to the next. Fine Engineering measures a lot against them at the start of every garden suite project.

  • There is no single figure. A garden suite is priced like a small house, and the lot then moves the total up or down through the length of the service run from the house and how easily machines can reach the yard. Fine Engineering prices each suite from a written scope after the zoning check, and the first consultation is free.

  • Most often because water crosses a property line, the ground slopes too gently away from the house, or the swales and elevations do not tie into the survey. Reviewers also return plans that lack erosion control, or an engineer’s stamp where one is required. Fine Engineering designs grading to each municipality’s own criteria and revises the plan to answer the reviewer’s comments.

  • Within limits the municipality sets. Its lot grading criteria give a minimum slope, so water runs away from the house, and a maximum, beyond which the change in level needs a retaining wall. The figures differ from one municipality to the next, so a plan follows the local criteria rather than a rule of thumb. Fine Engineering sets the slopes and any walls in one design.

  • The measures that keep soil on a site during construction: silt fence along the boundaries, a mud mat at the driveway, protection over catch basins and cover on stockpiles. Municipalities often make them a condition of a grading or site alteration approval and inspect for them. Fine Engineering puts erosion and sediment control on every grading plan it draws.

Garden suite permits and zoning in Mississauga

In Mississauga the reviewer is the City of Mississauga Planning and Building Department. Every Mississauga lot sets its own terms: rear-yard depth, setbacks, height limits, tree protection and the route for water, sewer and power decide whether a suite fits.

We walk the site with the survey on a scheduled visit before anything is drawn, then file the garden suites package to the City of Mississauga Planning and Building Department’s own checklist.

Backyard garden suites in Port Credit and Streetsville

Mississauga’s housing takes in historic village cores at Port Credit and Streetsville within 1960s to 1990s suburban neighbourhoods, with teardown rebuilds on older lots. In the old village cores a suite goes up beside an older house, so we check early whether the property has heritage status. On a teardown lot the suite can be planned with the new house, and the grading set once for both.

Coverage and setbacks for a Mississauga garden suite

Height, distance from each lot line and the share of the lot covered by buildings all come from the standards for your zone in Mississauga Zoning By-law 0225-2007. The by-law has been amended many times since 2007, so we read the current consolidation against your survey rather than a summary.

O. Reg. 299/19 adds two rules: buildings may cover up to 45 per cent of a lot with additional units even where the by-law sets less, and the suite must stand at least 4 m from the house unless the by-law permits it closer. Since November 21, 2025, Ontario also reads minimum setbacks at 90 per cent on urban residential land outside the Greenbelt and some prescribed areas. Garden suites behind Mississauga townhouses

On a Mississauga townhouse lot, the survey answers the first question: whether the lot is a corner lot with frontage on two streets or a through lot that runs from one street to another. Those are the only townhouse lots where the city allows a garden suite, and an interior lot in the row is limited to units inside the house.

Ownership is the second question. A standard condominium townhouse is outside Mississauga’s additional unit rules altogether, so neither a suite nor a basement unit is possible there, and we check how the property is held before anything is drawn for the Planning and Building Department.
