  • The City of Mississauga Planning and Building Department reviews it as a building permit application, with or without construction. Peel Region is the upper tier and plays no part in the permit itself. Outside regrading can also fall under Mississauga’s site alteration by-law, whose terms are written around residential lots, so we ask the department how it treats a commercial one.

  • Only when the work reaches regulated land near a watercourse, valley, wetland or floodplain in Mississauga, which Credit Valley Conservation (CVC) maps. Ontario Regulation 41/24 counts site grading, moving fill and building or enlarging a structure as development activity, so the trigger for a commercial job is outside work: a patio, an addition or new parking. Where it applies, the CVC permit comes before the building permit.

  • Yes. Mississauga residents apply for building permits online through ePlans, and they can check application status in the same system under Project info. We watch the status there and answer examiner comments as they come in, at no extra charge.

  • Yes. We take on commercial permits across Mississauga, including Port Credit and Streetsville, within an hour of our Richmond Hill office. The first consultation is free, by phone or on site.

  • Three things to start: unit address and the landlord’s base-building drawings, if any; what the space was used for before, and what you plan; and your lease start date and any landlord deadlines. Send those and we tell you what the City of Mississauga Planning and Building Department will ask for before we quote.

  • Several approvals, and the building permit is only one of them. The change of use and the fit-out go to the City of Mississauga Planning and Building Department through ePlans, and the permit can only be issued once By-law 0225-2007 allows a restaurant on that property. Food service also needs health approval, the sign needs its own permit and serving alcohol needs a liquor licence; we handle the building permit and list which of the others your unit calls for.

  • We answer that from Mississauga Zoning By-law 0225-2007 before you sign the lease. The by-law has been amended many times since 2007, so we read the zone and its permitted uses for the address as they stand now, then compare your use with what the unit was last approved for. Where the zone does not list your use, the Planning and Building Department holds the permit until a minor variance or a rezoning allows the use there.

  • Yes, with an extra step first. Streetsville, Old Port Credit Village and Meadowvale Village are Mississauga’s heritage conservation districts under Part V of the Ontario Heritage Act, and a new storefront, sign or exterior alteration inside one is held to the district’s rules. We confirm what the district asks before the elevations are drawn, so the set the Planning and Building Department reviews already fits.

  • Yes. Private Tree Protection By-law 0021-2022 covers trees on private property, which includes commercial land, and a tree 15 cm or more across cannot be injured or removed without a permit, even a dead one. A new patio, a wider parking area or a service trench can injure one, so we put the surveyed trees on the site plan before the layout is fixed and tell you whether a permit request should go in with the ePlans submission.

  • Yes, when the work alters the building. New walls, plumbing, ventilation or structural changes count as construction under Ontario’s Building Code Act whatever the use, and the application goes to the City of Mississauga Planning and Building Department through ePlans, with drawings that carry the designer’s credentials and signature. We go through your scope at the free consultation and tell you whether it needs one.

  • Only where the zoning allows the new use, or after a minor variance or a rezoning, because a building permit can only be issued for work that meets applicable law and zoning is part of it. The conversion is then a change of use permit, often with accessibility, exit and fire-separation upgrades. Fine Engineering checks the zoning before anything is drawn.

  • No. A building permit covers construction and changes of use under the Building Code Act. A business licence is a separate municipal approval to operate, and which businesses need one depends on the municipality and the type of business. A new restaurant or clinic can need both, applied for separately. Fine Engineering works out which ones apply to an address before the lease is signed.

A restaurant is a different occupancy from an office, so the switch needs a change of use permit before any fit-out starts, and the kitchen exhaust, plumbing and fire separations go on the same application. Health approval and, where alcohol is served, an AGCO liquor licence follow separately. Fine Engineering draws the permit set and the licence plans together.

  • It is the building permit for work on a commercial building or unit: a tenant fit-out, an alteration, an addition or a new building. Commercial building permits in Mississauga

In Mississauga the reviewer is the City of Mississauga Planning and Building Department. Every Mississauga lot sets its own terms: the previous use of the unit, the base building’s fire separations and exits and the landlord’s own drawings decide how much the permit set has to cover.

Change of use across Port Credit and Streetsville

Much of Mississauga is historic village cores at Port Credit and Streetsville within 1960s to 1990s suburban neighbourhoods, with teardown rebuilds on older lots. Where a shop, an office or a clinic moves into one of the older buildings, the walls, floors and exits are measured as built first, because the upgrades a new use needs depend on what is already there and what the original permit allowed.

Fire Code and building permit in a Mississauga unit

A building permit from the Planning and Building Department covers what you build. The Ontario Fire Code covers the building as it stands: the owner answers for it, and the municipal fire department enforces it. In the older buildings of the Port Credit and Streetsville village cores, a change of use is the time to look at both, because the exits and fire separations a new use relies on may have been built to an earlier Code.

Commercial sites on the TRCA side of Mississauga

A commercial property in eastern Mississauga along Etobicoke Creek is under the Toronto and Region Conservation Authority, not Credit Valley Conservation. On a site in a TRCA Regulated Area, outside work such as fill, regrading or a building extension needs the authority’s permit before the city can issue the building permit. An interior fit-out with no outside work does not reach that review.
