  • To Vaughan. The application goes to the City of Vaughan Building Standards Department, not York Region, as a new building on your lot with a drawing set of its own. Grading is the other review a backyard building brings. Vaughan’s Site Alteration By-law 031-2024 is aimed at larger sites; the city states it does not apply to individual residential properties, whose grading is reviewed with the building permit. For a suite, then, the grading plan travels with the permit set. We draw the suite, file it and answer the examiner’s comments until the permit is issued.

  • Only if the lot is in a TRCA Regulated Area, near a valley, a watercourse or a floodplain. TRCA’s rule covers building anything there, so a suite needs its permit, and Vaughan will not issue the building permit until you have it. The rule covers changing the grade as well, so in a Regulated Area the suite’s regrading falls under TRCA’s permit too, even though Vaughan’s own site alteration by-law leaves house lots to the building permit. TRCA asks for a pre-submission consultation, and we run its Regulated Area Search for your address.

  • Under By-law 083-2025, which amends Vaughan’s Zoning By-law 001-2021, a lot may have a maximum of two additional residential units: either two within a single detached, semi-detached or townhouse dwelling, or one within the dwelling and one within a detached residential accessory structure. An additional residential unit is only permitted on a lot with municipal water and sanitary services, and other zoning standards also apply.

  • Yes, at 20 cm across or more. Vaughan’s Tree Protection By-law 177-2025 regulates the destruction or injuring of trees on private and public property. Trees with a diameter of 20 centimetres or more, or a base diameter of 20 centimetres or more, must not be injured, destroyed or removed without a permit, which is issued through Parks and Forestry Operations. That permit is a separate application from the building permit, and we file it with the suite drawings when the suite or its services reach a protected tree.

  • Yes. We take on garden suites across Vaughan, including Woodbridge and Maple, about half an hour from our Richmond Hill office. The first consultation is free, by phone or on site.

  • Three things to start: property address and a survey, if you have one; whether the suite is for family or rent; and photos of the backyard and the side-yard access. Send those and we tell you what the City of Vaughan Building Standards Department will ask for before we quote.

  • A suite there is a new building inside a heritage conservation district, so it gets a check that suites elsewhere in the city do not. For a house in the Kleinburg-Nashville, Maple, Thornhill or Woodbridge district, we confirm with the City of Vaughan what that district asks of a backyard building before the massing and materials are drawn, then file the permit set with the Building Standards Department.

  • Yes, on the same terms. Vaughan put a parallel unit rule into the older by-law through By-law 082-2025, so a lot that stays under 1-88 because of an open appeal can hold a garden suite just as a lot under Zoning By-law 001-2021 can. The height and setback limits are then read from 1-88, so we confirm which by-law covers your address before placing the suite.

  • It can, as long as the garage is detached: By-law 083-2025 allows the lot’s outside unit in a detached residential accessory structure. The building then has to meet the height and setback limits Zoning By-law 001-2021 sets for it, and our engineer checks whether the garage’s foundation and walls can carry a second floor before anything is designed.

  • Yes. A suite permitted under Vaughan’s By-law 083-2025 is an added residential unit, and Ontario’s regulation lets anyone live in one, a relative or a tenant, whether or not they own the lot. We design it to be rented and see it through the inspections the City of Vaughan Building Standards Department carries out under the permit.

  • A garden suite is a self-contained home in the backyard of a house, detached from the main building, with its own kitchen, bathroom and entrance. Local by-laws set its size, setbacks and height, and those rules differ from one municipality to the next. Fine Engineering measures a lot against them at the start of every garden suite project.

  • There is no single figure. A garden suite is priced like a small house, and the lot then moves the total up or down through the length of the service run from the house and how easily machines can reach the yard. Fine Engineering prices each suite from a written scope after the zoning check, and the first consultation is free.

  • Most often because water crosses a property line, the ground slopes too gently away from the house, or the swales and elevations do not tie into the survey. Reviewers also return plans that lack erosion control, or an engineer’s stamp where one is required. Fine Engineering designs grading to each municipality’s own criteria and revises the plan to answer the reviewer’s comments.

  • Within limits the municipality sets. Its lot grading criteria give a minimum slope, so water runs away from the house, and a maximum, beyond which the change in level needs a retaining wall.   • The measures that keep soil on a site during construction: silt fence along the boundaries, a mud mat at the driveway, protection over catch basins and cover on stockpiles. Municipalities often make them a condition of a grading or site alteration approval and inspect for them. Fine Engineering puts erosion and sediment control on every grading plan it draws.

  • Often, yes. A tall retaining wall, or one that holds up a driveway, a building or a neighbour’s yard, generally needs a building permit and an engineered design, and a wall that changes the grade can also need a site alteration permit. Low garden walls usually do not. Fine Engineering confirms the height that triggers a permit on the site, then designs the wall and the grading around it.

Garden suite permits and zoning in Vaughan

In Vaughan the reviewer is the City of Vaughan Building Standards Department. Every Vaughan lot sets its own terms: rear-yard depth, setbacks, height limits, tree protection and the route for water, sewer and power decide whether a suite fits.

We walk the site with the survey, usually within a day or two of the call, before anything is drawn, then file the garden suites package to the City of Vaughan Building Standards Department’s own checklist.

Backyard garden suites in Woodbridge and Maple

Vaughan’s housing is single-detached homes built mostly from the 1980s onward, with Woodbridge and Thornhill largely built out. On an established street the yard is usually landscaped and the house finished, so a garden suite comes down to side access for the excavation and a service route across the yard that disturbs as little as possible.

Applying for a Vaughan garden suite online

A garden suite application starts in Vaughan’s Online Permitting Portal at eservices.vaughan.ca, and its drawings go up through the linked ePlans Portal: a site plan with the suite’s setbacks and the trees around it, the grading, the floor plans, the structure and the service connections back to the house.

From then on the portal’s My Permits / Services page shows the file’s status. When the Building Standards Department asks for changes, we revise the set and answer each comment, and you hear from us when the permit is issued.

How large a garden suite a Vaughan lot can take

A Vaughan garden suite’s size comes from the zoning standards By-law 083-2025 leaves in place: the suite’s height, its distance from each lot line and how much of the lot all the buildings together cover.

Ontario’s regulation adds two rules of its own. On a lot with added units, buildings may cover up to 45 per cent of it unless the by-law allows more, and the suite must stand at least 4 m from the house unless the by-law permits less. We fit the largest suite the survey allows within both.
