    We start from a topographic survey of the lot, walk it, and note where water goes now: downspouts, swales, the neighbours’ grades and any catch basins.

  2. Zoning & by-law check

    Lot coverage, setbacks, hard-surface limits and the site alteration by-law are checked before the design, so the plan meets the rules it will be reviewed against.

  3. Grading & drainage design

    Proposed elevations, slopes and swales are set so runoff stays on your lot and reaches the street or a storm connection, with calculations where the city asks for them.

  4. Submission & approvals

    We file the grading plan with the building permit or the site alteration application, respond to the reviewer’s comments at no extra charge, and coordinate with the conservation authority where one is involved.

  • Often, yes. Guelph has its own site alteration by-law, so excavating, filling or regrading beyond a small amount can need a permit separate from the building permit. We check the by-law’s thresholds against your project and prepare the grading plan and the erosion and sediment control the application asks for.

  • If the lot is inside the regulated area of Grand River Conservation Authority (GRCA), yes. Ontario’s O. Reg. 41/24 counts site grading and the placing or removal of fill as development activity, so a regrade near a watercourse, a valley or a wetland in Guelph can need a GRCA permit with nothing being built. We check the authority’s mapping against the survey before the grades are set.

  • Often, yes. Guelph’s Private Tree Protection By-law, By-law (2025)-21059, requires a permit to injure or destroy a regulated tree on private property unless an exemption in the by-law applies. A regulated tree is any tree at least 30 cm in diameter at 1.4 metres above the ground on any private lot, or at least 10 cm on a private lot larger than 0.2 hectares. Since the by-law covers injuring a tree as well as removing it, we plot the protected trees from the survey before setting grades, and either keep cuts and fills clear of them or raise the permit with you early.

  • Yes. We take on site engineering across Guelph, including Exhibition Park and Old University, within ninety minutes of our Richmond Hill office. The first consultation is free, by phone or on site.

  • Three things to start: property address and a recent topographic survey, if you have one; what you are building, paving or regrading; and architectural or pool drawings, if another designer prepared them. Send those and we tell you what the City of Guelph Building Services will ask for before we quote.

  • Ask the Committee of Adjustment for a minor variance. To grant one, the Committee must find that the variance is minor, suits the appropriate use of the property, and keeps the general purpose of the official plan and the zoning by-law. In Guelph the limit may come from Zoning By-law (2023)-20790 or, for an appealed provision, (1995)-14864, so the application names the right section, and the City of Guelph Building Services issues the permit once relief is granted.

  • Guelph places detached ADUs in the rear or interior side yard, which is often where a lot’s drainage swale runs. A new building there, with up to two units under one roof, can block that path, so we reroute the swale or shape the grades around the building and set its floor above finished grade on the same plan. If the pad needs a large cut or fill, the site alteration by-law comes into it too.

  • Normally Zoning By-law (2023)-20790, which took over from the 1995 by-law on February 6, 2024. Where your lot or a provision is part of an appeal, the City still has owners use (1995)-14864 for it, so a setback can come from the older text. Our site plan notes which by-law each setback and coverage figure comes from before it goes to the City of Guelph Building Services.

  • The existing and new elevations around the work, the slope that carries water away from the house and the pool deck, and the point where runoff leaves the lot. Digging a pool can move enough soil to bring in Guelph’s site alteration by-law, and a wider driveway changes how the front yard drains, so the same plan supports that permit. If a regulated tree stands near the edge of the dig, its protection goes on the plan too.

  • Yes, through the grading plan filed with your building permit or site alteration application. Our plan shows water moving away from the house and off the lot without being pushed onto a neighbour, and on GRCA-regulated land the authority reviews the grading as well. We take the existing levels on site before the new elevations are set.

  • There is no flat price, because the work changes with the lot. The size and slope of the property, how much of it the project regrades, whether the city wants runoff calculations or a stormwater note, and whether a conservation authority is involved all change the scope.   • Compare the two sets of elevations first. Existing grades come from the topographic survey, and proposed grades are the finished levels the plan sets. Arrows show which way surface water runs, swales carry it along the lot, and the fall between spot elevations shows whether it drains away from the house.   • Often, yes. Ontario lets each municipality require a permit for filling, removing topsoil or changing the grade, and many GTA municipalities use that power for backyard work that moves soil or changes the drainage. Some instead review the grading with a building permit, or exempt minor landscaping. Fine Engineering checks the local by-law and prepares the application.

  • Widening a driveway usually needs permission from the municipality, because zoning by-laws limit driveway width and the share of the front yard that can be hard surface, and the curb cut belongs to the city. Repaving the same footprint often does not. Fine Engineering reviews the by-law and prepares the site plan where one is needed.

  • A basement with a full-height door to the rear yard, made possible by grading the yard down to the basement floor level. It changes the lot’s drainage, so municipalities generally require a grading plan with it, and some also require a site alteration permit. Fine Engineering designs walkout grading with the structure and the permit set.

  • Zoning decides what can go on a lot: the use, height, setbacks and coverage, under the municipal zoning by-law. A building permit decides how it is built, under the Ontario Building Code. The permit review checks zoning too, and a design that misses a zoning rule needs a minor variance before the permit can be issued. Fine Engineering reviews both before drawing.

Grading plans and site alteration in Guelph

In Guelph the reviewer is the City of Guelph Building Services. Every Guelph lot sets its own terms: the fall of the lot, where the neighbours’ water already goes and whether a storm connection or a rear catch basin is within reach set the grading design before any elevation is written.

We walk the site with the survey on a scheduled visit, and combine it with the measure-up where we can, before anything is drawn, then file the site engineering package to the City of Guelph Building Services’s own checklist.

Lot grading in Exhibition Park and Old University

With Guelph’s stock running to century brick and stone homes around downtown and Exhibition Park with newer subdivisions in the south end, the subdivision lots were graded to an overall plan when they were built, so a pool, a walkout or a wider driveway there has to meet those grades at the lot lines.

Regulated trees on larger Guelph lots

On a Guelph lot over 0.2 hectares, the tree by-law counts trees from 10 cm across at 1.4 metres, against 30 cm on smaller lots, so a regrade, a driveway or a pool there can reach far more regulated trees. We plot them from the survey before setting grades, keep cuts and fills away from their roots where the design allows, and apply for any tree permit at the same time as the site alteration permit.
