Process: 4 steps from first call to sign-off.

Four steps from a site visit to a stamped set. The engineer who sees the framing is the one who signs the drawings.

  1. Site visit & existing conditions

    We look at what carries what: framing direction, bearing walls, foundation condition and anything the last renovation hid. Photos and measurements go into the file.

  2. Loads & analysis

    Dead, live, snow and wind loads are worked out for the building and the site, and the load path is traced from the roof to the footings.

  3. Design & drawings

    Members and connections are sized, detailed and drawn so a framer or a steel fabricator can build from them without guessing, then stamped by our P.Eng.

  4. Permit support & site review

    We answer the examiner’s structural comments at no extra charge and, where the permit requires general review, inspect at the stages the city sets and issue the field reports.

  • A building permit from the City of Vaughan Building Standards Department, not York Region, because both alter or extend the structure of the house. Vaughan’s Site Alteration By-law 031-2024 is aimed at larger sites; the city states it does not apply to individual residential properties, whose grading is reviewed with the building permit. On a house lot, the grading around a dig is reviewed with the same building permit as the structural drawings. Where the design has to be engineered, our P.Eng stamps it and signs the Commitment to General Reviews the permit calls for.

  • Yes, if the lot is inside a TRCA Regulated Area. Building anything there needs a TRCA permit, and Vaughan cannot issue the building permit until you have it. We design the footings and any retaining structure to the TRCA’s conditions and file both applications together.

  • Yes. We take on structural engineering across Vaughan, including Woodbridge and Maple, about half an hour from our Richmond Hill office. The first consultation is free, by phone or on site.

  • Three things to start: property address and what you plan to change; existing drawings or previous permits, if any; and photos of the framing, the foundation or the problem area. Send those and we tell you what the City of Vaughan Building Standards Department will ask for before we quote.

  • Yes. Taking out a bearing wall is a material alteration under the Building Code Act, so the City of Vaughan Building Standards Department has to issue a permit before the work starts, and it reviews the beam, the posts and the footings under them from stamped drawings. We upload that set through the ePlans Portal and, where the permit calls for it, review the framing on site before it is closed in.

  • It can. Tree Protection By-law 177-2025 counts injuring a tree as well as removing it, and a footing, a pier or an underpinning dig through the roots of a tree 20 centimetres or more across can need a permit from Parks and Forestry Operations. We place footings with the surveyed trees in view, and where one cannot move, we tell you before the structural drawings go to the City of Vaughan Building Standards Department.

  • Yes. A separate entrance for one of the additional units By-law 083-2025 allows usually means a new opening in the foundation wall, with a lintel over it and the stair and retaining walls outside designed with it, and our P.Eng stamps that design for the permit. The 1,100 square foot legal basement on our Vaughan project list has its own entrance, so this is work we have taken through the City of Vaughan Building Standards Department.

  • Yes. When the City of Vaughan Building Standards Department asks for an engineer’s opinion on a crack, a sagging beam or framing an inspector questioned, our P.Eng inspects it, writes the letter and stamps repair drawings if a repair is needed. Where that repair needs a permit of its own, the drawings and the letter go up together through the ePlans Portal.

  • The span, what the wall carries and how far down the load has to travel. In a Vaughan house built from the 1980s onward, that usually means a beam sized for the floor above, then posts and footings to take the load into the basement, and a flush beam hidden in the ceiling takes more design than one that drops below it. We price the engineering and the permit drawings for the Building Standards Department at the free consultation, from photos or a visit.

  • Yes: steel beams, columns, open web steel joists and their connections, for fit-outs and alterations the City of Vaughan Building Standards Department reviews. Where the alteration comes with a change of use, we confirm the use under By-law 001-2021, or 1-88 on land still under appeal, before the structural design starts, so the steel is drawn for a layout that can be approved.

  • Underpinning deepens an existing foundation by building new footings beneath the old ones, one short section at a time, so the house stays supported throughout. It is the usual way to lower a basement for more headroom, and it is also used to repair a foundation that has settled. Fine Engineering designs the sequence and the new footings, then reviews the stages the permit calls for on site.

  • A structural engineer works out how a building carries its loads from the roof down to the footings, then sizes the beams, columns, joists and foundations to carry them safely. On a house that usually means wall removals, additions, underpinning, or a look at cracks and sagging floors. At Fine Engineering the P.Eng who designs the structure also stamps the drawings.

  • Once a complete application is in, Ontario’s Building Code gives the municipality 10 business days to issue a house permit or refuse it with reasons. Larger and more complex buildings get a longer period. The count only starts when nothing is missing, so an absent sheet or an unresolved zoning issue holds it back. Fine Engineering checks zoning and code before anything is submitted.

  • The application form, the drawings the Building Code calls for, and every other approval the project depends on. Zoning counts as applicable law, so a needed minor variance has to be granted before the permit can be issued, and a lot in a conservation authority’s regulated area may need that authority’s permit first. Fine Engineering assembles the whole package, with the designer’s registration details on the drawings.

  • Most often because the plans do not show that the work meets the Building Code or applicable law, such as the zoning by-law. A permit is also withheld when the law requires an engineer’s or architect’s design and the drawings lack one, or when the builder of a new home is unlicensed. The refusal must state its reasons, and Fine Engineering revises the set to answer each one.

  • Stop work and start on the drawings. A stop-work order usually means construction began without a permit or departed from the approved plans. Getting out of it takes a permit application that shows what was built and what is proposed, then whatever inspections the city asks for. Fine Engineering prepares those drawings and replies to the city’s letters.

In Vaughan the reviewer is the City of Vaughan Building Standards Department. Every Vaughan lot sets its own terms: the age of the framing, what the last renovation hid and how the load reaches the foundation all shape the design.

We walk the site with the survey, usually within a day or two of the call, before anything is drawn, then file the structural engineering package to the City of Vaughan Building Standards Department’s own checklist.

Load-bearing wall removal in Vaughan homes

Vaughan has single-detached homes built mostly from the 1980s onward, with Woodbridge and Thornhill largely built out. In newer houses the walls carrying load tend to sit over the basement beam, so we start at that beam and follow the load up through each floor.

Underpinning and excavation in Vaughan

When a Vaughan basement is lowered, the underpinning drawings number the dig sequence, and the depth, the soil and the neighbouring footings decide whether that design has to be engineered. Houses from the 1980s and later often have their original permit drawings on file, and those give the footing size and depth to design from.

Trusses and engineered joists in Vaughan

In the single-detached homes built mostly from the 1980s onward, we check whether the roof is trussed and the floors run on engineered joists. A truss roof usually bears only on the outside walls, so the inside walls may carry floors but not the roof. An engineered joist cannot be cut, notched or drilled outside the maker’s limits without a design.

Detached units under By-law 083-2025

By-law 083-2025 lets one of a Vaughan lot’s two additional units stand in a detached accessory building, and we design that building as a dwelling, with footings below frost depth and floors and a roof framed for a home’s loads. If the plan is to put the unit above an existing detached garage, we first check whether the garage’s footings and walls can carry a floor of living space.

Vaughan takes permit drawings as files through the ePlans Portal, so our structural sheets go up with the P.Eng stamp already on them and the engineer’s forms the permit asks for alongside.
